The significance of animals in research cannot be over‐emphasized. The use of animals for research and training in research centres, hospitals and schools is progressively increasing. Advances in biotechnology to improve animal productivity require animal research. Drugs being developed and new interventions or therapies being invented for cure and palliation of all sorts of animal diseases and conditions need to be tested in animals for their safety and efficacy at some stages of their development. Drugs and interventions for human use (...) pass through a similar development process and must be tested pre‐clinically in laboratory animals before clinical trials in humans can be conducted. Therefore, animals are important players in research processes which directly and indirectly benefit animals and humans. However, questions remain as to whether these uses of animals consider the best interests of animals themselves. Various research and training institutions in Tanzania have established some guidelines on animal use, including establishing animal ethics committees. However, most institutions have not established oversight committees. In institutions where there may be guidelines and policies, there are no responsible committees or units to directly oversee if and how these guidelines and policies are enforced; thus, implementation becomes difficult or impossible. This paper endeavours to raise some issues associated with the responsible use of animals in research and training in Tanzania and highlights suggestions for improvement of deficiencies that exist in order to bridge the gap between what ought to be practised and what is practised. Here is my thesis (and the outline of this paper). Increasingly secret, complex and inscrutable computational systems are being used to intensify existing power relations, and to create new ones (Section II). To be all-things-considered morally permissible, new, or newly intense, power relations must in general meet standards of procedural legitimacy and proper authority (Section III). Legitimacy and authority constitutively depend, in turn, on a publicity requirement: reasonably competent members of the political community in which power is being exercised must (...) be able to determine that power is being exercised legitimately and with proper authority (Section IV). The publicity requirement can be satisfied only if the powerful can explain their decision-making—including the computational tools that they use to support it—to members of their political community. Section V applies these ideas to opaque computational systems. Section VI addresses objections; Section VII concludes. (shrink)

How does intentional communication evolve? Comparative studies can shed light on the evolutionary history of this relevant feature of human language and its distribution before modern humans. The current animal literature on intentional signaling consists mostly of ape gestural studies with evidence of subjects persisting and elaborating with sometimes arbitrary signals toward a desired outcome. Although vocalizations can also have such imperative qualities, they are typically produced in a functionally fixed manner, as if evolved for a specific purpose. Yet, intentionality (...) can sometimes transpire even in functionally fixed calls, for example, if production is adapted to audience composition. In this study, we carried out field experiments to test whether free-ranging sooty mangabeys adjusted snake alarm call production to their audiences. We found a positive relation between alarm call production and naïve individuals arriving, suggesting that callers attempted to influence their behaviors relative to the snake. Subjects called more with smaller audiences, if they had not heard other calls before, and if socially important individuals were in the area. We concluded that sooty mangabeys alarm call production can be explained as an active attempt to refer to an external event, rather than a mere readout of an internal state. (shrink)

Materialist metaphysicians want to side with physics, but not to take sides within physics.Ifwetook literally the claim of a materialist that his position is simply belief in the claim that all is matter, as currently conceived, we would be faced with an insoluble mystery. For how would such a materialist know how to retrench when his favorite scientific hypotheses fail? How did the 18thcentury materialist know that gravity, or forces in general, were material? How did they know in the 19thcentury (...) that the electromagnetic field was material, and persisted in this conviction after the aether had been sent packing?The doctrine of physicalism casts a long shadow in contemporary philosophy, configuring all kinds of philosophical issues and projects. Unsurprisingly, its proponents argue that physicalism has all the obvious features necessary for a scientific hypothesis to be in what we will call ‘good standing,’ i.e. being worthy of serious scientific investigation. In fact, many claim much more, arguing that physicalism is a well-confirmed hypothesis and possibly amongst the best of our theories. But, as our second opening passage makes clear, a persistent worry has been that physicalism, or ‘materialism’ as van Fraassen terms it, is an edifice built on sand. For many philosophers question whether the ‘physical’ can be specified at all, or at least in a manner that will produce a physicalism that would be in good standing. (shrink)

A recent report by Persaud et al. [Persaud, N., McLeod, P. & Cowey, A. . Post-decision wagering objectively measures awareness. Nature Neuroscience 10, 257–261] addresses a fundamental issue in consciousness science: the experimental measurement of conscious content. The authors propose a novel technique, ‘post-decision wagering’, in which subjects place bets on the correctness of decisions or discriminations. In this note, I critique the authors’ claim that their method “measures awareness directly”.

En este texto reflexivo se compara algunos estados del arte sobre la didáctica y la enseñanza de la filosofía realizados fuera de Colombia en las últimas tres décadas. Después de la búsqueda en varias bases de datos y de consultar varios autores en el tema, solo se hallaron 8 estudios sistemáticos de revisión literatura: en Brasil, Estados Unidos, Francia, Nueva Zelanda e Inglaterra. El dato más relevante puede ser que en los textos hallados la didáctica de la filosofía no aparece (...) como categoría central en la reflexión e investigación sobre enseñanza de la filosofía. Asimismo, se ve claramente el interés de los pensadores anglófonos por la investigación empírica y cuantitativa sobre la filosofía para niños, sobre todo desde la perspectiva de Matthew Lipman, pero no la filosofía “tradicional” en la educación secundaria. Finalmente, parece que hace falta más investigación aplicada en centro y sur américa y más reflexión filosófica y pedagógica sobre la didáctica y enseñanza de la filosofía tradicional en los países anglófonos. Epistemic modal operators give rise to something very like, but also very unlike, Moore's paradox. I set out the puzzling phenomena, explain why a standard relational semantics for these operators cannot handle them, and recommend an alternative semantics. A pragmatics appropriate to the semantics is developed and interactions between the semantics, the pragmatics, and the definition of consequence are investigated. The semantics is then extended to probability operators. Some problems and prospects for probabilistic representations of content and context are explored.

The temporal structure for motivating, monitoring, and making sense of agency depends on encoding, maintaining, and accessing the right contents at the right times. These functions are facilitated by memory. Moreover, in informing action, memory is itself often active. That remembering is essential to and an expression of agency and is often active suggests that it is a type of action. Despite this, Galen Strawson (Proceedings of the Aristotelian Society, 103, 227–257, 2003) and Alfred Mele (2009) deny that remembering is (...) an action. They claim that memory fails to admit of control. Remembering is automatic—once remembering starts, the process can neither be stopped nor intervened on. Moreover, the agent does not initiate remembering. An agent has control over an event or process if and only if she has the capacity and opportunity to initiate and intervene on that event or process. Actions are events over which an agent has control. Since it is automatic, we fail to have control over remembering. Thus, remembering is not an action. In this paper, I draw out an assumption of Strawson’s and Mele’s accounts: an event-type whose tokens exhibit automaticity cannot, for that reason, be an action (§2). Against this assumption, I draw parallels between skilled bodily action and memory. I show that memory exhibits two defining features of skill: it can be learned with practice and it admits of attributions of excellence (§3). These features reveal how intelligent control is exerted in the exercise of skill despite apparent automaticity—control is gained over time (§4). Since exercises of skill are by definition actions and since memory exemplifies the defining features of skill, memory is a skill and instances of remembering are actions too. (shrink)

Normative ethical theories owe us an account of how to evaluate decisions under risk and uncertainty. Deontologists seem at a disadvantage here: our best decision theories seem tailor-made for consequentialism. For example, decision theory enjoins us to always perform our best option; deontology is more permissive. In this paper, we discuss and defend the idea that, when some pro-tanto wrongful act is all-things considered permissible, because it is a ‘lesser evil’, it is often merely permissible, by the lights of deontology. We show that this raises new problems for deontological decision theory, and we show that to resolve them, we need to take a more innovative approach to morally evaluating decision-making under risk and uncertainty. Plato, Allan Bloom wrote, is "the most erotic of philosophers," and his Symposium is one of the greatest works on the nature of love ever written. This new edition brings together the English translation of the renowned Plato scholar and translator, Seth Benardete, with two illuminating commentaries on it: Benardete's "On Plato's _Symposium_" and Allan Bloom's provocative essay, "The Ladder of Love." I don’t propose to harp on the question of whether MacFarlane has the data right. Let us just assume, for the sake of argument, that he does. Let us further assume that his interpretation of the data is correct—i.e., that these judgments are assessments of the the whole clause and not simply of the prejacent. Granting all this—maybe a lot—we need a semantics for epistemic modals that will make sense of the judgments in this case, and in relevantly similar cases. (...) Mac- Farlane argues that contextualism about epistemic modals cannot make sense of the judgments. His central worry is that it can only get the truth-value judgments of speakers right by making the truth-conditions of epistemic modal claims outrageously strong—too strong to be assertable in cases where they are, in fact, assertable. We might call it the contextualist’s dilemma: either our semantics systematically fails to capture the truth-value judgments that people actually make, or it captures these judgments but turns users of epistemic modal sentences into irrational asserters. I try to show that agent responsibility is an inadequate basis for the attribution of liability, by discrediting the Risk Argument and showing how the Responsibility Argument in fact collapses into the Risk Argument. I have concentrated on undermining these as philosophical theories of self-defense, although I at times note that our theory of self-defense should not be predicated on assumptions that are inapplicable to the context of war. The potential combatant, I conclude, should not look to the agency view (...) to ease his conscience about the killing he will do in war. If he is to fight without violating rights, then he will need a different theory of self-defense; if there are no more defensible theories, then he must either accept pacifism—which I think is a live possibility—or seek to identify stronger countervailing reasons, which can override the great force of his victims’ rights to life. How should deontologists concerned with the ethics of killing apply their moral theory when we don’t know all the facts relevant to the permissibility of our action? Though the stakes couldn’t be higher, and uncertainty is endemic where killing is concerned, few deontologists have an answer to this question. In this paper I canvass two possibilities: that we should apply a threshold standard, equivalent to the ‘beyond a reasonable doubt’ standard applied for criminal punishment; and that we should fit our (...) deontological ethical theory into the apparatus of decision theory. I show that the first approach faces insurmountable obstacles, while the second holds much more promise for deontologists than they might first have assumed. (shrink)

Cancer biology features the ascription of normal functions to parts of cancers. At least some ascriptions of function in cancer biology track local normality of parts within the global abnormality of the aberration to which those parts belong. That is, cancer biologists identify as functions activities that, in some sense, parts of cancers are supposed to perform, despite cancers themselves having no purpose. The present paper provides a theory to accommodate these normal function ascriptions—I call it the Modeling Account of (...) Normal Function (MA). MA comprises two claims. First, normal functions are activities whose performance by the function-bearing part contributes to the self-maintenance of the whole system and, thereby, results in the continued presence of that part. Second, MA holds that models of system-level activities that are (partly) constitutive of self-maintenance are improved by including a representation of the relevant function-bearing part and by making reference to the activity/activities that part performs which contribute(s) to those system-level activities. I contrast MA with two other accounts that seek to explicate the ascription of normal functions in biology, namely, the organizational account and the selected effects account. Both struggle to extend to cancer biology. However, I offer ecumenical readings which allow them to recover some ascriptions of normal function to parts of cancers. So, though I contend that MA excels in this respect, the purpose of this paper is served if it provides materials for bridging the gap between cancer biology, philosophy of cancer, and the literature on function. Despite its enduring insights, Durkheim’s theory of suicide fails to account for a significant set of cases because of its overreliance on structural forces to the detriment of other possible factors. In this paper, we develop a new theoretical framework for thinking about the role of culture in vulnerability to suicide. We argue that by focusing on the cultural dynamics of excessive regulation, particularly at the meso level, a more robust sociological model for suicide could be offered that supplements structure-heavy (...) Durkheimian theory. In essence, we argue that the relevance of cultural regulation to suicide rests on the (1) degree to which culture is coherent in sociocultural places, (2) existence of directives related to prescribing or proscribing suicide, (3) degree to which these directives translate into internalized meanings affecting social psychological processes, and (4) degree to which the social space is bounded. We then illustrate how our new theory provides useful insights into three cases of suicide largely neglected within sociology: specifically, suicide clusters in high schools, suicide in the military, and suicides of “despair” among middle-aged white men. We conclude with implications for future sociological research on suicide and suicide prevention. (shrink)

This paper critiques a number of standard ways of understanding the role of the metalanguage in a semantic theory for natural language, including the idea that disquotation plays a nontrivial role in any explanatory natural language semantics. It then proposes that the best way to understand the role of a semantic metalanguage involves recognizing that semantics is a model-based science. The metalanguage of semantics is language for articulating features of the theorist's model. Models are understood as mediating instruments---idealized structures used (...) to represent select aspects of the world, aspects the theorist is seeking some theoretical understanding of. The aspect of reality we are seeking some understanding of in semantics is a dimension of human linguistic competence---informally, knowledge of meaning. (shrink)

I argue that agent-centered options to favor and sacrifice one’s own interests are grounded in a particular aspect of self-ownership. Because you own your interests, you are entitled to a say over how they are used. That is, whether those interests count for or against some action is, at least in part, to be determined by your choice. This is not the only plausible argument for agent-centered options. But it has some virtues that other arguments lack.

This paper defends a counterexample to Modus Tollens, and uses it to draw some conclusions about the logic and semantics of indicative conditionals and probability operators in natural language. Along the way we investigate some of the interactions of these expressions with 'knows', and we call into question the thesis that all knowledge ascriptions have truth-conditions.

Resumen El presente artículo investiga la visión de la presencia y ausencia de Dios en y después de Auschwitz en el pensamiento del filósofo judío Emmanuel Levinas (1906-1995). Analizando especialmente los escritos judíos del autor publicados en el período post-Auschwitz, tras el horror del Holocausto, se muestra cómo responde Dios al clamor de los inocentes y sufrientes estableciendo una relación adulta que respeta la libertad humana y funda una responsabilidad infinita. Se destaca que el vínculo entre Dios y el ser (...) humano es una relación mediada por la experiencia de fidelidad a la Toráh y que la revelación de Dios, esencialmente mandamiento, implica una obediencia insoslayable. En fin, subraya que el contenido fundamental de la revelación divina es el “no matarás”, esto es, promover y defender en toda circunstancia la vida integral de los otros y otras, ejerciendo la responsabilidad y procurando una auténtica justicia social. Abstract This article investigates the presence and absence of God in and after Auschwitz in the thought of the Jewish philosopher Emmanuel Levinas (1906-1995). Analyzing especially the author's Jewish writings published in the post-Auschwitz period, after the horror of the Holocaust, it shows how God responds to the cry of the innocent and suffering by establishing an adult relationship that respects human freedom and founds an infinite responsibility. The article emphasizes the bond between God and the human being, which is mediated by the experience of fidelity to the Torah, and that God's revelation, essentially a commandment, implies unavoidable obedience. Finally, it stresses that the critical content of divine revelation is "thou shalt not kill," to promote and defend the integral life of others in all circumstances, exercising responsibility and striving for authentic social justice. Deontologists have been slow to address decision-making under risk and uncertainty, no doubt because the standard approaches to non-moral decision theory appear superficially similar to consequentialist moral reasoning. I identify some central tenets of simple decision theory and show that they should not put deontologists off, before showing where we should go next to develop a comprehensive deontological decision theory.

Cancer biologists ascribe normal functions to parts of cancer. Normal functions are activities that parts of systems are in some minimal sense supposed to perform. Cancer biologists’ finding normality within the abnormality of cancer pose difficulties for two main approaches to normal function. One approach claims that normal functions are activities that parts are selected for. However, some parts of cancers that have normal functions aren’t selected to perform them. The other approach claims that normal functions are part-activities typical for (...) the system and that contribute to survival/reproduction. However, cancers are too heterogeneous to establish what’s typical across a type. (shrink)

This volume is a tribute to the thought of Seth Benardete by contributors who had the rare good fortune of studying with him or those who discovered the treasure of his writings. Benardete was fully immersed in the world of the ancients, starting with Homer, but their works opened up for him a way to the fundamental questions-about justice and love, nature and law, human and divine. Finding "the problem of the human good grounded in the city, and the (...) problem of being in god," he was led to the conclusion that "Political philosophy is the eccentric core of philosophy." While Benardete wrote this statement reflecting on the theological-political issue in the work of his teacher, Leo Strauss, the paradoxical notion of an "eccentric core," in giving this volume its title, is meant to capture a characteristic of his own way of thinking. The essays in this collection-on the Bible and Homer, the pre-Socratics, Plato, Aristotle, and the Roman writers-indicate the range of Benardete's studies and teaching. The centrality of Plato is evident at the same time in those pieces as well as in the reviews of Benardete's books included here, along with three of his own previously unpublished essays. This article inquires whether or not religious beliefs are rational, that is to say, whether or not they can be rationally sustained. The point of the article is not to prove the existence of God, but rather simply to show whether or not religious language has real meaning. To do this, we shall examine the concept of belief in general. Then we shall look at religious beliefs in particular from two opposing points of view: on the one hand, from the (...) position of authors who claim that religious beliefs can in fact be sustained by rational evidence, and on the other hand, from the perspective of other authors who affirm that these beliefs cannot be rationally justified, because spiritual discourse refers to the ineffable, which deprives it of the means to verify or deny its propositions. En este artículo de reflexión se plantea que el concepto de ‘pensamiento crítico’ formulado por los pensadores del Movimiento de Pensamiento Crítico contiene un presupuesto que mina en gran medida su empresa: el movimiento asume que el pensador crítico desarrolla un autoconocimiento directo y transparente, lo que implicaría cuasi-infalibilidad. En la historia de la filosofía algunos pensadores han defendido esta posibilidad de un autoconocimiento directo e infalible, por ejemplo René Descartes y más recientemente Donald Davidson. Sin embargo, tal conocimiento parece (...) tener unos límites más o menos claros que no son tenidos en cuenta por los pensadores del MPC al formular su noción de pensamiento crítico, y debido a este presupuesto su proyecto filosófico e incluso pedagógico podría quedar sin fundamento. The two main theories of food-associated calls in animals propose functions either in cooperative recruitment or competitive spacing. However, not all social animals produce food calls and it is largely unclear under what circumstances this call type evolves. Sooty mangabeys do not have food calls, but they frequently produce grunts during foraging, their most common vocalisation. We found that grunt rates were significantly higher when subjects were foraging in the group’s periphery and with small audiences, in line with the cooperative (...) recruitment hypothesis. In a subsequent field experiment we presented highly desired food items and found that discovering individuals called, unless harassed by competitors, but that the calls never attracted others, confirming that the grunts do not convey any information referential to food. Our data thus suggest that the evolution of cooperative food calling is a two-step process, starting with increased motivation to vocalise in the feeding context, followed by the evolution of acoustic variants derived from context-general contact calls. This evolutionary transition may only occur in species that feed on clumped, high-quality resources where social feeding is competitive, a condition not met in sooty mangabeys. (shrink)

The standard behavioral index for human consciousness is the ability to report events with accuracy. While this method is routinely used for scientific and medical applications in humans, it is not easy to generalize to other species. Brain evidence may lend itself more easily to comparative testing. Human consciousness involves widespread, relatively fast low-amplitude interactions in the thalamocortical core of the brain, driven by current tasks and conditions. These features have also been found in other mammals, which suggests that consciousness (...) is a major biological adaptation in mammals. We suggest more than a dozen additional properties of human consciousness that may be used to test comparative predictions. Such homologies are necessarily more remote in non-mammals, which do not share the thalamocortical complex. However, as we learn more we may be able to make “deeper” predictions that apply to some birds, reptiles, large-brained invertebrates, and perhaps other species. (shrink)

Killing civilians is worse than killing soldiers. If any moral principle commands near universal assent, this one does. Few moral principles have been more widely and more viscerally affirmed. And yet, in recent years it has faced a rising tide of dissent. Political and military leaders seeking to slip the constraints of the laws of war have cavilled and qualified. Their complaints have been unwittingly aided by philosophers who, rebuilding just war theory from its foundations, have concluded that this principle (...) is at best a useful fiction. Sparing Civilians aims to turn this tide, and to vindicate international law, and the ruptured consensus. Spoken word recognition involves a perceptual tradeoff between the reliance on the incoming acoustic signal and knowledge about likely sound categories and their co-occurrences as words. This study examined how adult second language (L2) learners navigate between acoustic-based and knowledge-based spoken word recognition when listening to highly variable, multi-talker truncated speech, and whether this perceptual tradeoff changes as L2 listeners gradually become more proficient in their L2 after multiple months of structured classroom learning. First language (L1) Mandarin Chinese listeners and (...) L1 English-L2 Mandarin adult listeners took part in a gating experiment. The L2 listeners were tested twice—once at the start of their intermediate/advanced L2 language class and again two months later. L1 listeners were only tested once. Participants were asked to identify syllable-tone words that varied in syllable token frequency (high/low according to a spoken word corpus) and syllable-conditioned tonal probability (most probable/least probable in speech given the syllable). The stimuli were recorded by 16 different talkers and presented at eight gates ranging from onset-only (gate 1) through onset+40 ms increments (gates 2 through 7) to the full word (gate 8). Mixed-effects regression modeling was used to compare performance to our previous study which used single-talker stimuli (Wiener, Lee, & Tao, 2019). The results indicated that multi-talker speech caused both L1 and L2 listeners to rely greater on knowledge-based processing of tone. L1 listeners were able to draw on distributional knowledge of syllable-tone probabilities in early gates and switch to predominantly acoustic-based processing when more of the signal was available. In contrast, L2 listeners, with their limited experience with talker range normalization, were less able to effectively transition from probability-based to acoustic-based processing. Moreover, for the L2 listeners, the reliance on such distributional information for spoken word recognition appeared to be conditioned by the nature of the acoustic signal. Single-talker speech did not result in the same pattern of probability-based tone processing, suggesting that knowledge-based processing of L2 speech may only occur under certain acoustic conditions, such as multi-talker speech. Optimism about our ability to enhance societal decision‐making by leaning on Machine Learning (ML) for cheap, accurate predictions has palled in recent years, as these ‘cheap’ predictions have come at significant social cost, contributing to systematic harms suffered by already disadvantaged populations. But what precisely goes wrong when ML goes wrong? We argue that, as well as more obvious concerns about the downstream effects of ML‐based decision‐making, there can be moral grounds for the criticism of these predictions themselves. We introduce (...) and defend a theory of predictive justice, according to which differential model performance for systematically disadvantaged groups can be grounds for moral criticism of the model, independently of its downstream effects. As well as helping resolve some urgent disputes around algorithmic fairness, this theory points the way to a novel dimension of epistemic ethics, related to the recently discussed category of doxastic wrong. ABSTRACT Sometimes, teams or players violate the rules of their leagues or associations. And sometimes, their leagues or associations respond by striking their wins from the official record. Especially in American college sports governed by the NCAA, this practice of vacating results is unpopular and widely decried. It should not be. Vacating wins can be an appropriate response to rules violations in higher-order competitions in the same way that it can be appropriate to call back a scoring play due to (...) a penalty. We outline the conceptual framework that makes sense of when, why, and how it is appropriate to vacate wins. (shrink)
